Everything about: TSE & Cash Register Anti-Tampering Ordinance

Cash Register Report

Cash register operators in Germany must submit a cash register notification according to §146a AO once when starting to use the register by 31.7.2025. This notification can be submitted either via your tax advisor or via Belbo.
We currently charge a one-time fee of 39.00€ for the cash register notification via Belbo.

Alternatively, the notification can of course be submitted via your tax office. However, with updates or changes you would need to take care of this yourself, as Belbo would then not automatically process the changes.



The notification contains the serial number of the cash register as well as the BSI certification. This information can be read out in the TSE module and forwarded to your tax advisor. Since a cash register notification via your tax advisor is usually associated with costs, the notification can also be submitted via Belbo.

Starting the cash register notification via Belbo

To start the cash register notification via Belbo, you must perform the following actions:

  1. Click on Settings
  2. Open the "TSE" function in the "Cash register system" category
  3. Open the "Cash register notification" tab
  4. Select "Submit cash register notification via Belbo"
  5. Then the started cash register notification must be opened by clicking on the targets of previous cash register notifications, for example on the blue date.

Data entry for the cash register notification

Now a list of missing and data to be checked appears. Now open the tabs on the left side "Company" one after the other, with the sub-tabs "Legal form" and "Company address" and fill in all the data.

Completion note: The company will in any case require a tax number in a special form, the so-called ELSTER form. This somewhat unknown form can be converted from the existing tax number with a structure xx / xxx / xxxx by visiting this page: https://ebilanzplus.de/13-stellige-elster-steuernummer

Here you must enter the tax number and select the federal state and you will receive the required tax number.

If all data is correct, you must switch back to the "Overview" tab and if all validations were successful, you can submit the cash register notification for pre-approval.

Data verification

Shortly after submission, the preview can be downloaded in the same window (for example, by clicking on Overview). Please check this document thoroughly and send it to your tax advisor for verification if necessary.

If an error is detected, the notification can be discarded in the window after downloading or by clicking on Overview. The data can then be edited again as before.

Completion of the notification

If all data is correct, the notification can also be sent in the overview tab. The notification is then in the status "Sent" and can also be downloaded again for your own records.

TSE Signature Problems

If you receive an error message during the checkout process stating that a signature could not be created, you will find the reasons here and how to handle them.

First of all, an isolated failure to create a signature is not problematic. The signature is automatically repeated in the background by the system. If processing slows down, a receipt can already be created prematurely so that the daily workflow is not disrupted. A signature will then either be created automatically later or can be accelerated by you by calling up the invoice again at a later time: if no error message is visible then, the signature has been recreated and correctly archived.

However, if the failure to create the signature with the message "TSE failed" appears regularly (more than once per day), please contact us and we will perform a technical check.

If the failure to create occurs every time, a configuration problem is likely. In this case, please contact our support via chat or email and tell us the frequency of the message and whether the signature has ever worked.

Cloud-TSE

With the Cloud-TSE, you can collect appointments in a legally compliant manner. What is a TSE?


You can access this area via Settings > TSE
If this function is not activated, it can be activated via "Settings > Add Function".

1) Order Cloud-TSE

Before you start with the Belbo cash register, you can order the Cloud-TSE. Please plan a few weeks for activation.



  • Click the "Order Cloud-TSE" button under Settings > TSE.
  • Fill in your business details carefully.
  • Save your entry.

Status

Your TSE will be activated at the earliest possible time. After activation, the Chip ID will appear in the status tab. This usually takes 1-4 weeks.

TSE Commission

Under the KassenSichV, you are obligated to commission a Technical Security Device ("TSE") from your till manufacturer. This article describes how you can conveniently place this order directly in Belbo.

You can access this area via Settings > TSE

Placing a TSE Order

Please follow these steps to place the order:

  1. Click on "Settings" in the main menu of your Belbo system.
  2. Click "Add function" in the top right.
  3. Select the "Till System" tab on the left.
  4. Enable the "TSE" function
Please note that you must do this for each of your locations individually!

After successful activation, open the "History" tab and click "Place order". After confirmation, you will have the option to download the order as a PDF.

You do not need to forward a copy to us. The order will then already be placed. We will notify you as soon as we know whether the legislator has certified a cloud TSE, or whether you must use an offline TSE.

Order Confirmation

Please forward the confirmation of your order to your tax office and keep the document in a safe place!
The order is a prerequisite for extended non-objection. Please contact your tax office if you have any questions about the statutory deadlines in your federal state.

Technical Security Device ("TSE")

In connection with the cash register security ordinance (KassenSichV) that has been in effect since 01.01.2020, stricter requirements apply to the security of your cash register.

Does Belbo have a TSE?

Yes, Belbo has a Cloud-TSE. This can be ordered under Settings > TSE and is activated on the 1st of the following month. The costs for the Cloud-TSE are currently:

  • €12.50 per month
  • €99 setup fee

By when do I have to install the TSE at the latest?

Can I order the TSE now?

In the TSE module under Settings > TSE the TSE can be ordered quickly and easily.

Can I use my iPad/Android/iPhone with the TSE?

Yes, the Cloud-TSE can also be used with tablets.

Do I need a new printer now?

The TSE generates bar codes which are printed on each receipt. Older printers may not be able to print these codes. In this case, only a long number code is output, which however cannot be scanned. The number code is also valid, however a quick and easy verification of your TSE is not possible and could take a little longer during a tax audit.

How do I install the TSE?

The Cloud-TSE does not need to be installed. You can order the TSE under Settings > TSE. You can find more information here.

Cash Register Security Ordinance 2020

On January 1, 2020, the first part of the new cash register security ordinance comes into force. This is primarily about registering your cash register with the tax office, as well as the receipt issue obligation. We receive numerous questions about the 2020 cash register security ordinance, which we answer on this page.

What does the receipt issue obligation mean for me?

As of January 1, 2020, the receipt issue obligation (colloquially also called "receipt requirement") comes into force in Germany. How you can meet this obligation as a Belbo user and what you need to pay attention to, you can find out here..

What happens if the customer doesn't want a receipt?

In Germany, there is no receipt acceptance obligation. This means that you do not have to force the receipt on the customer, but the offer of the receipt must come from you without being asked. In case of a covert inspection, this can result in high penalties. By the way: You can also provide the customer with the receipt digitally. Further information on this can also be found here.

How do I register my cash register with the tax office?

Since there are regional differences in this regard, please speak to your tax advisor about this.

Does Belbo have a Technical Security Device (TSE)?

Due to the complicated certification process of the BSI, there is no certified TSE in all of Germany. For this reason, the introduction was officially postponed until the end of September 2020 for all cash register systems. As soon as there is a certified security device, we will introduce it centrally. We are cooperating with a provider who will manage these chips centrally for you.

Does Belbo have a GoBD certificate?

The tax office explicitly addresses the issue of certification in the GoBD: The tax office does not issue any certificates. Third-party certificates also have no binding effect and therefore do not guarantee the lawfulness of the system. Below I send you the corresponding paragraph, which you can find on p. 37 of this document:

12. Certification and Software Attestations
179 The multitude and different design and combination of IT systems
for the fulfillment of non-tax or tax recording and retention obligations do not allow general statements by the tax authorities regarding the conformity of the hardware and software used or planned. This is all the more true
as additional criteria (e.g. release changes, updates, the assignment of access rights
or parameterizations, the completeness and correctness of the entered data)
can have a significant impact on the regularity of an IT system and thus on
books and other required records.
180 Positive attestations regarding the regularity of bookkeeping - and thus regarding the regularity of IT-supported bookkeeping systems - are neither issued in the course of a
tax audit nor in the course of a binding ruling.
181 "Certificates" or "attestations" of third parties can serve the company as a decision criterion when selecting a software product, but do not, for the reasons stated in paragraph 179, have any binding effect vis-à-vis the tax authorities.

Should the applicable law in this regard change, we will of course comply accordingly.
